Maharashtra EV Policy 2025: Toll-Free Travel and Big Subsidies for Electric Vehicles

The Maharashtra government has introduced a new Electric Vehicle (EV) Policy 2025, which brings several benefits for EV buyers and also focuses on building better infrastructure. This policy was announced in a cabinet meeting led by Deputy Chief Minister Devendra Fadnavis. It replaces the old 2021 EV policy and will be in effect till March 31, 2030.

EVs Now Toll-Free on Major Highways in Maharashtra

Under the new policy, electric four-wheelers and buses will be exempted from toll fees on major highways like:

  • Mumbai–Pune Expressway
  • Mumbai–Nagpur Samruddhi Mahamarg
  • Shivdi–Nhava Sheva Atal Setu

For other national and state highways maintained by the Public Works Department, a 50% toll discount will be provided. This move is expected to encourage more people to switch to electric vehicles.

Big Subsidies for Buying EVs

The Maharashtra EV Policy 2025 has an allocated budget of ₹11,373 crore for the next five years. The goal is to promote clean and green transport across the state.

Here’s what EV buyers can expect:

  • Up to 10% subsidy on the base cost of electric two-wheelers, three-wheelers, and personal four-wheelers
  • Up to 15% subsidy on electric commercial vehicles, goods carriers, and buses
  • 100% exemption from motor vehicle tax, registration, and renewal fees

These benefits apply to all vehicles purchased and registered under this policy.

EV Charging Stations Every 25 KM

To reduce range anxiety among EV users, the government plans to install EV charging stations every 25 km on state and national highways. All existing and new petrol pumps will also be encouraged to provide EV charging facilities. Moreover, State Transport Undertaking (STU) bus depots and terminals will be upgraded with fast-charging stations.

This is a great step toward building a strong charging infrastructure in Maharashtra.

Boost to EV Manufacturing and Green Jobs

The policy not only helps buyers but also encourages:

  • EV manufacturing in Maharashtra
  • Battery recycling units
  • EV-specific skill development programs for youth

These efforts aim to reduce air pollution (PM 2.5) and cut greenhouse gas emissions by 2030.


New Rules for App-Based Ride Services Like Ola, Uber, Rapido

Alongside the EV policy, the Maharashtra cabinet has also approved a new regulation for ride-hailing apps, often called aggregators. This will apply to services like Ola, Uber, and Rapido.

Key Highlights:

  • Aggregators will need to get official licenses
  • Real-time GPS tracking of all rides is mandatory
  • Driver background checks are required
  • Emergency contact features must be built into apps
  • Passenger and driver insurance will be compulsory

These steps will ensure better safety for commuters and create a more accountable transport system.

Special Focus on Women’s Safety

A great feature of this new policy is the option for women-only ride-pooling. Women passengers can now choose female drivers and co-passengers for shared rides. This move could improve confidence among female commuters using app-based cab services.
